20-Storey Manchester Hotel Set For Green Light

Plans for a new 20-storey building in Manchester which would house a 154-bedroom hotel are set to move forward. The scheme is one of a number of eye-catching developments set to be ruled on by the city council's planning committee.

Ancoats Manchester Ltd is behind plans for the development lined up for the corner of Laystall Street and Great Ancoats Street and close to the Northern Quarter, Ancoats Urban Village and New Islington.

An application, prepared by planning consultancy Deloitte, has been recommended for approval ahead of a Manchester City Council Planning Committee meeting next week.

The hotel would be operated by Motto by Hilton and comprise the hotel, a first floor bar and restaurant uses, gym and meeting spaces. 

Motto by Hilton, an urban, lifestyle hotel brand, has hotels in New York, Philadelphia, Washington DC and Rotterdam.

It is predicted that the accommodation would support 85,000 visitors bringing additional expenditure of £7.2m per annum and create the equivalent of 108 jobs.

Currently, the application site is vacant and is being utilised as temporary contractor storage for redevelopment of the adjacent aparthotel. It is included within the East Village area of the HS2 Strategic Regeneration Framework.

Despite objections, the application has been recommended for approval.

According to a report by planning officers, the scheme would establish a sense of place, would be visually attractive, optimise the use of the site while not sanitising the development potential of the adjacent site.

The 154 hotel rooms would also contribute positively to the city's hotel supply and predicted increased capacity requirements.

The report adds that notwithstanding the weight attached to preserving the setting of the adjacent listed buildings and the character of the adjacent conservation area, the overall impact of the proposal, including the impact on heritage assets, would meet the tests set out in the National Planning Policy Framework.

Any harm is said to be outweighed by the benefits of the development.

Other schemes to be ruled on by the committee include Whitbread and Dominvs Group's plans for a mixed-use, office and purpose-built student accommodation scheme at One Medlock Street.

That application, which is being brought forward by Turley, has also been recommended for approval subject to a legal agreement for the provision of on-site affordable accommodation,
waste management to be provided by a private contractor and a financial contribution towards off site tree planting.

The proposals involve the demolition of the existing five-storey Premier Inn hotel and the introduction of about 387,500 sq ft of flexible, Grade A office space. Alongside the office scheme will be a purpose-built student providing 1,014 high-specification, professionally-managed student rooms within a part 11, part 38 storey building.

Plans for a 14-storey student accommodation scheme with a ground floor food hall within the First Street development site are also recommended for approval, subject to a section 106 to secure affordable student housing and commercial waste disposal.

In close proximity to both Manchester Metropolitan University and The University of Manchester, the First Street development site is located at the end of the city's Princess Parkway and just off the ring road.

Deloitte has submitted the planning application on behalf of House of Social for Plot 10b of the wider site, which will also house the Government Property Agency's Manchester Hub.
